Koguryo is a large nation in the geographic center of the Kingdom of the Winds. The nation was founded by King Tongmyong Wang, who was succeeded by his son Yuri(myong). The Capitol of Koguryo is the City of Kugnae, a large, sprawling city. However, as compared to the large commercial nation of Buya, the population of Kugnae and of Koguryo as a whole is relatively low.

Since the early 20s, King Yuri had delegated most of his authority to his second son, Prince-Regent Mu-hyul. The Prince dealt with all day to day policy, while the King appeared only for ceremonial duties. On the eve of his 83rd year of reign, however, the King died of natural causes, and Mu-hyul was crowned as King of Koguryo. Much of the actual management of Koguryo's affairs is actually in the hands of the Royal Tribunal of Koguryo. The King's office is divided into two sections, the Royal Ministry of Koguryo, led by Royal Minister Vales and the Royal Koguryian Army. The Royal Ministry of Koguryo sees to cultural and diplomatic matters within the Kingdom while the Royal Koguryian Army deals with defense and military matters.

There are six Great Clan Familes within Koguryo, the Sun Moon Sect, Bear Clan, Enigma Clan, Oceana Clan, Destiny Clan and Tiger clan (oldest to youngest). The clans were created by the King and the Royal Tribunal of Koguryo and thus are loyal to both the King and His Tribunal.

Five subpaths reside within Koguryian borders. The Chongun, Diviner, Merchant, Monk, and Spy subpaths are given significant autonomy, however they do occassionally pledge fealty and give some small tribute to the King.

Koguryo is a member of the Tri-Kingdom Alliance, along with the Principality of Nagnang and Empire of Buya. It also maintains a tenuous peace with the Ogre Kingdom within its lands, though many Ogres and humans battle in the caves of Hamgyong Nam-Do, and humans are rarely if ever allowed into the hidden ogre city of Ja-gook.

Koguryo also maintains several older agreements with the Empre of Buya, including the Buya-Koguryo Peace Treaty and the Buya-Koguryo Alliance, both created following the Buya-Koguryo War of Yuri 26.

Koguryo is a large and diverse land. Containing the temperate forest of Southern Koguryo as well as the marshy swamps of Hamgyong Nam-Do, and the mountainous passes of Guol, Koguryo has something for everyone. There are also three residential villages where citizens of Koguryo may lease plots and homes for a small fee, as well as engage in many leisurely rural activities, from rabbit races, to mazes, to games of G'oh. Koguryo is also home to the History Museum, and the Cemetery.
