Much of the actual management of Koguryo's affairs is actually in the hands of its [[Royal Ministry]], led by Prime Minister [[LunaStarling]]. Koguryo is a large nation in the geographic center of the Kingdom of the Winds. The nation was founded by King Tongmyong Wang, who was succeeded by his son Yuri(myong). The Capitol of Koguryo is the City of Kugnae, a large, sprawling city. However, as compared to the large commercial nation of Buya, the population of Kugnae and of Koguryo as a whole is relatively low.
