The Buya Emergency Charter is a largely ceremonial document detailing military and political protocol for emergencies in Buya. It was penned by Lasahn shortly after the Yuri 41 invasion of Buya by the Sonhi and posted among the Chronicles of the Winds.
Whether Emergency Charter protocol is strictly followed or not is debateable, as the Buyian Imperial Army often pursues alternative strategies geared towards specific threats. Many scholars argue that the Emergency Protocol was merely a feel-good response to the massive military failure of Buya in the Sonhi Invasion. However, the Emergency Protocol was utilized on at least two seperate subsequent occasions, one of which was the attack of the Wind Gods in the capital.

EMERGENCY CHARTER
- I. State of Emergency
- A. Declaration: In the instance or threat of any disaster, invasion, or attack, the Emperor, Princess, or General reserve the right to declare State of Emergency for the Capitol of Buya and/or territories of the Buyian Empire.
- Tribunal: In the incapacitation of the King, Princess, and General, the Tribunal may move to electively declare State of Emergency.
- B. Patrol: If State of Emergency is declared, troops are to patrol and watch over all gates of the Capitol, as well as the main gate at the village of Sanhae. The gates of the Palace grounds are to be sealed entirely unless the circumstance is one of natural disaster.
- Medical Clause: If the aforementioned disaster, invasion, or attack has taken a toll in civilian injury and life, Medics are to distribute relief in these patrols.
- C. Control
- Capitol: In a State of Emergency, a command center will be established in the Buya Tribunal Hall or Imperial Army barraacks. All Commanding officers (with exception given to the Sanhae Militia and Regency) will report to this command post. For security precautions, the upper floor of the Courtyard will also be sealed off.
- Sanhae: Political control over situations in the territory of Sanhae will be granted to the Regent; militarial control will be given to the Commander of the Sanhae Militia. Their respective command post lies in the Sanhae Meeting Hall, which is to be sealed off.
- Other Territories: Emergency command of most operations in a state of emergency in outlying Buyian territories is delegated to commanding officers of the Buyian Imperial Army. Outlying villages are placed under command of the Elder(s) of said villages, with the Imperial Army offering additional support. Military actions in such villages will be based from the command center in the Buyian Imperial Army's headquarters.
- D. Security
- Gates: In a State of Emergency, all gates within the Capitol are to be patrolled.
- Palace Grounds: The gates of the Palace grounds must be sealed; the Palace grounds must be patrolled heavily. The upper floor of the courtyard is to be sealed off, the Tribunal Hall heavily guarded. The Theatre and Library may act as command posts for patrols, though the Library's underground must be watched to ensure no surprise attacks from beneath the ground. King Senshi must be moved at once to a secure location.
- Imperial Guard: In a State of Emergency, the Imperial Guard must remain at Princess Lasahn's side at all times.
- A. Declaration: In the instance or threat of any disaster, invasion, or attack, the Emperor, Princess, or General reserve the right to declare State of Emergency for the Capitol of Buya and/or territories of the Buyian Empire.
- II. Breach of Security or Total Invasion
- A. Breach of Palace Grounds: In the event that the palace grounds are breached by any enemy or attacker, patrols must attempt to halt said intruder(s). If an enemy troop consisting of many soldiers breaches the palace grounds, all patrols are to immediately fall back to and seal the Palace.
- Breach of Palace: If said intruder is not halted and breaches security at the Palace courtyard, security is to increase at the sealed upper floor. If an enemy troop successfully breaches the Palace, all defense must focus on the Command Post at the Tribunal Hall.
- B. Situation of Total Invasion: If the palace is successfully breached by any enemy troop or, in certain cases, a special operative or specifically dangerous threat, a Situation of Total Invasion will exist. In a Situation of Total Invasion, the Princess or General may give the order to evacuate at any time. The Princess must remain secured in one of several emergency chambers until it is safe for her to evacuate.
- C. Evacuation: If the order of Evacuation is given, all troops must immediately aid in the effort to evacuate the Princess and commanding officers from Buya. Evacuation of the Palace may be done by way of the escape tunnels beneath Buya.
- Command Posts: When the Princess, General, and commanding officers have successfully evacuated, command of the Buyian army will be established at Sanhae. If the situation in Sanhae is also dangerous, asylum may be requested within an ally of Buya.
- Regency: All rules of evacuation apply to the Regency of Sanhae and Sanhaen militia in the event that Sanhae, but not the capitol of Buya, comes under attack.
- A. Breach of Palace Grounds: In the event that the palace grounds are breached by any enemy or attacker, patrols must attempt to halt said intruder(s). If an enemy troop consisting of many soldiers breaches the palace grounds, all patrols are to immediately fall back to and seal the Palace.
May these guidelines never be neccesary.
